Text issue/word cloud

Hey does anyone know how to create something similar to the attached image in gh? I'm aiming to create a definition with a series of names that fill the surface, all horizontal, and between the names I've created a gap for curves.

This collection of names should have three different sized fonts assigned to specific names (small, medium, large) and when you adjust the amount of names of one sized font, the others adjust to fill up the space.
