Kangaroo Wind/rumple vimeo vid

I was wondering if someone was able to show me how to acheive the rumple shown in this video by Daneil Piker.

I suspect it has wind forces as well as springs but for some reason I can not get the edges to behave as springs separately.

Any suggestions would be greatly appreciated.
