'Inflate' solid shape

Hello all,

I am trying to find an approach to inflate the attached shape similarly to the image attached. I have been able to apply a script to a cube, but need to be able to apply it to a more complex shape (attached). Any ideas would be great.

I've been trying to do it via Rhino (tutorial below), but have been unsuccessful with Rhino5. The tutorial below is for a much older version of Rhino.
