attraction point and limitation

Hi,

I have problem about making panels like file which i put here. my panels rotating thier axis with some angle parameters but i want to choose where this rotation starts and end. also i don't want this panels turn over 90 degrees.  And also i want to add some attractor points for repeating this parameter at other locations. Is there any way to make it
