Workshop 2: Introduction to Parametric Design

This workshop will introduce the general framework of parametric thinking with a series of hands-on tutorials using Grasshopper for Rhinoceros. It is meant for beginners who have little to no idea about parametric modeling. The workshop will introduce the general components of an algorithm, design workflow, Grasshopper interface and visualization techniques. The students are expected to have basic knowledge of the Rhino modeling environment. Workshop 1 should fulfill this requirement.
Registration: Computers and software will be provided. Space is limited to 20 seats per workshop. The fee for each workshop is $60 (plus a $4.29 fee). circles that can be populated (for each radius size) is set as an integer (or slider)
(ie. radius 1.5 = 10 , radius 3= 6, radius 6 = 6, radius 9=4)
Conditions are:
1) Each of the circle has a radius of influence,
Radius of influence = double the radius of the circle)
(3, 6, 12, 18)
2) Any overlapping circles in either: Radius of influence or the Circles are removed so that
No circles overlap.
3) There must also be 4 circles set at the corner points of the grid - These must be circles with a radius of 3 or 6

Ive attached a sketch of what im looking for…
sec to execute on my Windows 8 virtual box on my MacBook Air (not the ideal environment but I think this metric still points to inefficiency).
I imagine that the connectivity / adjacency of the cells is calculated while created the 3D Voronoi diagram. Would it be possible to access this information without breaching the user agreement by decompiling and rewriting the Voronoi3D component? Is there a better way to construct the restricted Delaunay triangulation?
My current procedure for constructing the restricted Delaunay triangulation is:
1. find the intersection two cells with respect to each other and
2. if the result is not empty, intersect the result with the surface
3. if the result is not empty, connect points of the two cells
