random offsetting of variable rectangular pattern for laser cutting

I am trying to figure out ...how to offset random rectangles so I can laser cut them later for a facade design.....controlling the randomness of cutting planes would be another thing I am looking for ...So I can leave bigger opening in the center and small one's on the edges ..

would be grateful.
