how to make the skin with all the curve

hye, i am a debutant and after multiple tried, i finally decide to ask some help ..

how can i  build the external skin ? how can i loft the curves to make the skin propre ? i am sure it is easy but i can't ..

      If all you want is an external skin then you may try ot create a line that intersects a point on each level and than loft that or you may try a brep components to explode the extruded layers and pick points to loft from that.
