1 is not a supported code page

Recently installed Windows 10 Tech Preview.

Had been running Rhino without much problem. Could not get Grasshopper to install. Below is what I get:

        For anyone experiencing this problem, SR12 contains a potential fix. A release candidate for SR12 is now available, so please update and report back.
