Hello Aditya,
A while back i made an attempt to create some sort fo louvers in grasshopper for a building facade thats similar to this of http://www.big.dk/projects/vmcp/vmcp.html .. anyway so i took a look at the image you uploaded and it looks much the same as the definition of mine. maybe it will help.. (sorry its a bit of a mess) but check it out anyway.

this was done by a buddy of mine from undergrad, he has a lot of good stuff on his website, and i think this might be a good starting point.
