algorithmic modeling for Rhino

I have a discussion i'd like to get some feedback on:

i've been working on a shadow study for torronto in which we need to achieve a "no net new shadow" (see https://www1.toronto.ca/city_of_toronto/city_planning/urban_design/...).

the question i have is, how would you design a solar fan so that it achieves a "no net new shadow"? Basically where can i not build in order not to cast any new shadow?

Currently I've been running a daylight analysis with ladybug, getting the outlines of the different increments of the number of hours and protecting it with a solar fan of that same value: e.g. any area of surface that gets more than 0 hours of sun would get protected for 1 hour / day with a solar fan, any area of the surface that gets more than 1 hour / day would be protect with a solar fan of 2 hours / day and so on.... 
The result is similar to the concept shown below.

Does this approach make sense? Is this over complicating the process? Is there a simpler approach?
