moving points with an average value

hi everybody,

this one is a hard one, i don't know how to do this:

i divided a surface into subsurfaces (example: 12). for these subsurfaces i created a list (same order) with values. now i want to cull all duplicate edgepoints (example: 48 -> 20) and move them in normal direction with the average value of the adjoining surfacevalues.

given parameter
surface(1)
subsurface(12)
values(12)
edgepoints(48)

wanted parameter
average of value(20) or/and
vector to move(20)


i hope my question/problem is clear ?
