Lists don't match

Hi all, 

I was wondering if there was a way to apply a function with trees of different depths.

For example

Tree 1: 

0;0 (1)

0;1 (1)

1;0 (1)

0;1 (1)

Tree 2:

0 (1)

1 (1)

Is there a way so that each item in tree 2 branch 1 is applied to both 0;0 and 0;1, without trimming tree 1 into 0 (2), 1 (2)?
