gradually scaling a tower

hi,

Currently Im working on a model of a basic rotating tower.
The problem is that Im trying to gradually scale it from radius of 28 to 20 top to bottom 
(I guess you can think of it as an upside down pyramid) ..
I tried to use the scale component, but it scales the whole building instead of gradually scaling it.

Do you have any thoughts on how to do that?
