Adjust surrounding ponds with the sizes of service centers

Hi I have the following problem regarding a complex closest point script.

I have created a few circles and a series of point cloud in rhino. My intention is to find their corresponding closest circle centers within 500m distance. Then draw a line to link them up their respective circle center. (I have achieved it so far.)

But for the last step. I need to draw circles at each end point of the closest point clouds to indicate the proposed ponds locations. Area of these circles need to be proportional to the area with the closest circle center. (I failed) 

I mean if points 1,2,3,4,5 are linked up by the same circle center, They are meant to have the same area for their circles. But the result here shows that these resulting circles are all in different sizes which is not proportionately right to the circle center.

Please help.

I removed duplicated curves from the list first, moved everything to be a bit more centered around the origin, and than did this:
