Deforming a Curve Set Based on Boundaries and Proportions

I have written a pseudo-code for the behavior I am trying to achieve, see the photo attachment. I have also attached the file of the pattern and the site which it is supposed to interact with.

I want the curves to move outside of the perimeter of the buildings while not overlapping each other and by staying within the outer-most rectangle. I am not sure how else to say it besides what is shown in the attached sketch.
