Voronoi cells driven by area

I was wondering if anyone has ever attempted or knows a way to create a voronoi mesh where the cells are created to fit a desired area. I have a program to work with, and It would be awesome if i could do something where, i input a list of programs and process the info into voronoi cells. Even better if it could be done with Galapagos. I dont know how to drive the cells growth individually. Are cells listed as items or are they just separate curves. It would be cool if some of the cells overlapped as the area evolves the individual cells to fit the program needs.

    Im not sure if this is clear, but any help would be greatly appreciated.
