Static circlePacking with Anemone

Hello, 

I am trying to work out a static circlePacking solution by populating the extents of a rectangle with randomly sized circles. I figured that I could add variable circles sequentially and measure the new circle's radii to the previous array of non-intersecting circles.  

My logic was to add a only add a circle if the sum of its radius with neighboring circles was smaller than the distance of the centroids.
