algorithmic modeling for Rhino

How to populate such a volume on a surface like in the image?

I already explained my aim in title but to make it more clear, i want to populate a pattern dependant to attractor points or lines and i want to volumize my pattern on surfaces or polysurfaces as in the picture. any ideas? (This design belongs to Crawford Architects, it is called Zahner Factory)
