can someone help me with a simple question.

one offset is wrong. why?

I'm sure there's a very technical answer, that i don't know.

 

However, for the moment, if you explode the referenced curve in Rhino that isn't offsetting properly, re-join it and reference back into GH, the offset works as you would expect it.

here try this file of your geometry, all i did was move the curve seam of the offending curve.
