Panel Pattern Changing!

HI guys. 

I am really struggling with this. I had a try to make the attached image, but at the moment i have like a grid of points and rectangles drawn from the points as their center. And i know how to rotate all of them, but not all of them a little and make them fatter too!

Can anyone help!?

Here's a way to control two scaling factors and rotation using fields... not sure if that's what you're after though.
