Whats wrong with the scale component?

Scale works with dimensions, not areas.

If you have a square with sides 1m*1m and scale it with a factor of 0.5, you will get a square with sides 0.5*0.5.

The first square has an area of 1m3(1*1) while the second has 0.25m3(0.5*0.5).

Yes it is, Scale has never changed since it was first added.

There have been questions before about how to scale objects to a specific area or volume, maybe you were using a Scale component with an expression in the Factor input?

It was never changed. Scale has always used a linear factor as that is the way Rhino transform matrices work.
