algorithmic modeling for Rhino

Divide Area with fixed width strips in both UV direction

Hi Everyone,I am stuck on this algorithm which is to randomly subdivide a  planer surface into strips with fixed width but variable length in both uv direction, see img attached. If this is not achievable, is it possible to cover a surface with those strips with minimum overlapping or leftover spaces?Thanks in advance!

It seems feasible to use Packrat for that.
