Circle Packing Toward A Point

I've been experimenting with circle packing definitions. 

The image attached shows a random distribution of various size circles onto a cylinder surface. What I'm now trying to get it to do is arrange the distribution toward a certain point. 

Eg. If this cylinder was a tower, the side of it facing the streetfront would have a more concentrated amount of circles as the side facing away.

Does anyone have a definition that could help me out with this?
