another question is why the daylight simulation component doesn't accept uniform sky for radiation analysis?

Radiation analysis is based on your weather conditions (epw) so you need the climate based sky.

Yes. In your CIE sky type you connected for the hour input the slider with value 4. So at 4 am ... no light :-)
