Maybe you could combine accessibility in the fitness criteria?  I would maybe look to use Shortest Walk on a grid you generate with each generation to measure how accessible is each zone.

Using the available site and the (broken up) floor space of the original Pruitt Igoe development. The definition looks to optimize the solar gain on ground and built volume for the next stage of the design development. Ideally the Genetic Algorithm should be able to look for the optima of more than one parameter. Perhaps one day.
