[Point] parameter component stores points in a list, so this means that you can access each item individually by invoking its index (Sets > List > List Item), so you have your numbering problem solved.

I suppose you can only solve this one via scripting. However I think when you import CSV (at least in excel) you can set what is the decimal point and what is the field separator...

If the above are correct then I am afraid there is no solid answer, data matching (how to modify 2 groups of data so that they work together) can be done in many ways and no one is suitable for every case.
For example in the [move] component in your definition you have the G input receiving 27 lists with 54 lines each (1458 lines) and you want to move these lines in Z direction. Depending on how you want to move them it could make sense to have T input receiving:
a. One vector (this would move all the lines by this vector)
b. 54 vectors (this would move the first line of each list by the first vector, the second line of each list by the second vector, ...... , the last line of each list by the last vector)
c. 27 vectors grafted so that the paths match (this would move the first list of lines by the first vector, the second list of lines by the second vector, ...... , the last list of lines by the last vector)
d. 27 lists with 54 vectors each (1458 vectors). This way each line will move by the corresponding vector.
So, as you can see there is not a global solution.
In order to be able to decide how to format your data you must always be aware of what your existing data structure means. For example, in the above case, you have your lines in the format {A;B;}N. Now A has 6 values (0 to 5) which is the number of your original surfaces. B has various values because it is the number of edges that each surface had(deconstruct Brep component). Finally N (the number of items in each list) is 54 because you offseted each edge 54 times (offset component).
So in order to decide which of the above cases suits you best you must have these things in mind.
In general some useful components for data matching are: [tree statistics] [list length] [repeat data] [graft] [simplify] and [flatten] and of course many more, depending on the case...
But in order to use these properly you must first study about data trees and how they work.....

Also, if I am to add floors, I need the panels to always have the same height in the z axis (as if the entire form is being contoured at a regular interval). The facade should automatically adjust if I pull the upper most controls up. For example, if I pull the upper control points of the curves up 20m, the facade would generate another 5 floors with a 4000m height each.

workshop de exploración formal y espacial usando algoritmos generativos integrando la optimizacion y fabricación en un mismo proceso. Para este taller se han seleccionado un conjunto de técnicas y estrategias para resolver problemas que hoy se presentan en el diseño y fabricación digital de formas complejas y euclidianas.
Bajo dos entornos de trabajo, entre técnicas interactivas y soluciones algorítmicas, se examinan conceptos y casos de estudio que le permitirán al participante decidir como y en que momento estas tecnologías pueden ser utilizadas como aliadas en los procesos de diseño y fabricación. Tomando como plataforma básica Rhino, se explora y optimiza el diseño y fabricación de topologías complejas bajo los entornos de Grasshopper RhinoNest y RhinoCam.
Paramétrica D_O_F pretende ahondar en el vinculo entre la industria, el mundo académico y la aplicacion profesional, a partir del desarrollo de sistemas de diseño digital y la fabricacion CNC. Para esta ocasión se suma Sabic Polymershapes,posibilitando la incorporación de la variable material dentro del diseño digital, agregando una nueva dimensión a las propuestas del workshop, de manera que estas se piensen, desarrollen y fabriquen en materiales Sabic con la tecnología Router CNC que disponen como empresa. El dia final, Parametrica.org en conjunto a Sabic Polymershapes, Enedi, Eximed y Mcneel LA nombrará un ganador para ser fabricado por Sabic Polymershapes Chile.

1D when it comes to a location on a surface or a curve. If a 3D point shares a location on a surface we can represent it by means of the U and V co-ordinates of that surface.
In your example above the 4 surface corners are {2,2.5,0}, {17, 2.5, 0}, {17, 19, 0} and {2,19,0}. Unless you reparametrise the domains they will typically take the same domains as the curves that constructed them in this particular case the lengths (but these curves are only that length at the edges and only when you created the surface).
So the U domain is 0 to 15 (17-2) and the V domain is 0 to 16.5 (19-2.5). Even if you transformed the surface to another location or another shape these domains will not change and therefore the UV co-ordinate will not change. If you reparemterise the surface then the domains are set to 0 and 1 in both directions and this might be easier to work with. You can think of them as a percentage then, a UV location of {0.5, 0.5} of a reparameterised surface will always be in the middle of the 2D space.
All points on a surface in 2D have a 3D space co-ordinate as well, but not all 3D points have a 2D co-ordinate. This is why we need to use the Surface CP to get a UV value to evaluate a surface at a given point.
