Wish: Add Tolerance Setting to Curve Offset Component.

I seem to always have issues with offsetting curves with the current component.

I even have problems running Offset in Rhino sometimes, it seems that if I adjust the tolerance I'll get a fully offset curve, otherwise I usually get half the curve offset.
