Voronoisystem without edges

Hello everybody i am trying to develope a system based on a voronoistructure to create a buildungsystem like the taichung metropolitan operahouse from toyo ito (attachment).

My question is how i can influence the radius of single elements in the voronoistructure?

And how you change the voronoigrid in a softer grid without edges?

If anyone has an answer for me it will be very helpful. And ghx files will be nice too.
