Voronoi join individual curves

Hi there, I appreciate if anyone can help me for this.

I have a voronoi diagram which I exploded and join into individual cells. What i want to achieve is to join two neighbour cells together so that I will have pairs of cells. I having a trouble to solve the individual cells and pair them ( i believe it is a data management issues). thanks
