UV Subdivisions to Define Tangent Planes

I feel like this had to be answered somewhere.... (pointing me to those posts is fine as well)... I defined a lofted geometry (vaguely similar to a cylinder), subdivided that XYZ geometry to UV points .... at those UV points I want to define tangent planes where subgeometries occur ( in a pseudo fractal manner ) ... I figured out how to define the geometry at a single tangent plane ... I just need to figure out how to have those subdivisions define the subgeometries at many tangent planes... I assume I would want to remap the values but am having troubles...

Any suggestions?

I've included my definition... don't hate on the organization its just how I prototype haha...
