If the shape doesn't matter, you can scale the original shape with a specific percentage. Area changes with the square of the linear scaling factor, see this post for further details.

You can also create a circle or rectangle that has the correct area:

• Measure whole area.
• Compute x% of whole area
• Create circle with radius Squareroot(target area / pi)
