Formatting Numbers

There exist several settings for numeric formatting, however there is no UI for changing these yet (you need to manually edit the grasshopper_kernel.xml file to change them).

I just added a settings section for this, it's pretty gritty stuff but at least now if you really want to change the default behaviour you can.
