Two surfaces with distance between them

does anybody know what to add in definition to make vertex push away from surface? vertex should not cros the surface. As I think I should make for the surface her owm system of axes. Is it right? What I should do next?

Also, how can I make another surface or unclosed lines, based on those vertexes ?
