TANGENT LINE BETWEEN TWO PSEUDO ELLIPSES.

Hi there, I have a number of ellipses created by cutting  diferent radius of pipes trough  planes, the idea is that the tangent joins two ellipses at the time therefore creating a zig-zag rope that touches the surface of the pipes. So far there is an approach but not there yet... Any ideas?
