hello everybody

I read this paper "Components for Parametric Urban Design in Grasshopper".

From Street Network to Building Geometry" and they present an interrestin component but I couldn't find it , If it exists can anybody give me a link. and thank you.

If you mean these ... er ... either they are C#/VB source code (most unlikely) or (more than probable) complied "components" specific for the "plug-in"  (meaning that you can't find them if the particular "plug-in" is publicly unavailable)
