Stream Filter Cross Reference

I am attempting to create a system of stream filters that all are able to reference each other. I have set up a definition in Grasshopper of how I think it should work, see attached. The problem is I think it needs to be coded as it requires recursion. Could someone please help be understand how to write this in VB, C#, or python.
