Stepped offset with rotations

Hello everyone,

     I have been doing some iterative unit diagrams and have been doing manual adjustments with sliders. Its simple to do this manually, but Id like to figure out something that allows me to make a series with stepped rotation just as the diagram provided shows. Even better is if I could control both the scale and the rotation at the end of the series.

     The first image shows the initial idea. The second is an example of what I am trying to do with the unit done by Paul Cataneo. Any help is greatly appreciated.
