Should curve offset distance equal perpendicular distance to the horizontal frame

I create a curve offset of x distance from an ellipse.  I then measure the distance from the horizontal frame on the ellipse to a perpendicular point on the offset curve.

Shouldn't the measured distance equal the offset parameter?
