What do you mean by stop a panel?

How should it behave? Do you want to cut it off or should it remain adjusted to the closest possible solution. And if so, what parameters would define this solution?

Hey, the panel should follow the sun vector until it touches the surface and then stay in this position till the sun comes back and then follow it again.
