Rotate circles + loft

Hello all,

i want to create a geometry based on the circles you can see in the grasshopper file.

BUT- how do I rotate them in Z-direction and add two other, bigger, circles to loft them for my geometry. I tried a lot but it did not work.

In the Rhino file you can see how I imagine the end result.
