Random grid - offset in layers

Hi guys.

I am trying to sort a set curves in a random grid.

I want to sort them in offset layers so that none of them will intersect physically. For this I have been working on a script, but I can not really make it work.

Meaning that I will have a data tree where each path contains curves that does not intersect. Curves should only appear once in the data tree. 

I hope someone has clever idea for this?

I have attached my sketchy python code, but I think it might be more confusing than inspirational.
