Progression rotation elements

Good afternoon,

I found a problem.

My goal is to rotate some elements like the wind flow under the elemtns and rotate them.

In the file sent_1 i was able to rotate elements but i don't be able to rotate the elements 

like i want! The rotation is a progression from down to up, but my goal is to rotate this 

elements along a curve tha i want.

In file sent_2 i was able to move the elments along a curve that i want :) but i need only 

that elements rotate along the curve! damn! :D

Someone could help me?
