Problems with Daniel Piker's Rheotomic Surfaces tool

I'm having problems with Daniel Piker's Rheotomic Surfaces tool. As you can see in the image I attached I am trying to generate random sources and sinks. The sinks appear OK, but not all the sources are plotted, and those that are plotted are not influencing the curve. I have no idea how to resolve the issue and need some ideas.
