problem of scaling up and down Cloud of circles

Hi. I would like to get some advice on this issue. I would like to change the size of the circles ( scale etc) maintaining its topological relationship between circles. Any tips for scaling up and down for each circles without overlapping? I would like circles touch each other all the time when I scale them ( some of them gets smaller and the others gets bigger) hope that it makes sense.
