populating an outline onto a polysurface or surface

Hey Guys,

I manually copied and rotated this outline (image 1) however is was wondering if there is anyway i can do this parametrically in grasshopper. Also i tried populating it on a surfaces so i could generate openings, structure and a panels system from a form but i couldn't get an accurate distribution throughout the form (images 2). Please help!
