Penalization of a tunnel

Hi everybody,

I try to subdivide a lofted arc (like a tunnel) into circles. Like penalization. Now, the radius of the circles should become smaller the lower their center points are in z-direction, but also the smaller the radius becomes, the more circles should be created lengthwise.

I hope anyone can help me.
