Paneling with Overlap

I was thinking of paneling on a surface which overlaps the previous panel. Similar to the panelling done on the Phare tower done by Morphosis. 

I wasnt sure how to start. Should I try some panelling tools or inscribe lines on the surface and extrude them in some direction?
