orient surface for flat cutting

greetings all, 

could someone take a look at the attached gh & rhino file and help me sort out the data?  i am trying to orient surfaces onto an square xy grid for laser cutting and labeling.  the geometry is not laying flat and much of it is piled up on top of each other.  thanks.
