Orient Fins on Surface

Hello Everyone,

I am trying to orient a series of fins perpendicularly onto a randomly weaving set of surfaces. I want to orient these onto the outside faces of the object, the interior being denoted by the large pipe, the weaving surfaces continuing past the interior/ exterior threshold. The fins are currently cylinders for the purpose of figuring this out.
