algorithmic modeling for Rhino

I found this bug when I was offsetting Voronoi subdivisions, and found Rhino has the same offsetting problem with the same baked polyline. It seemed to work again when I flipped the curve, and it seems that the offsetting direction bias seems associated to angle acuteness/obtuseness.

I read some stuff (not sure of the relevance) about a directional offsetting issue and wondering if its the same thing. 

Possible solutions I'd be looking for include:

Fixing offsetting so that it doesn't care the curve's direction (if you can explain why it matters, I would be curious to know if for no other reason than to maybe figure out a work around.

Finding a way to detect mis-aligning polylines (ones that appear to be exploding) and then align directions of the offending polylines.

The exploding polyline offsets don't have a strict reverse/negative offset non-reverse/positive offset so its not just a matter of making two of the same, flipping them, and then removing the closed ones.

Any feedback would be much appreciated.
